Strong coolant smell, empty coolant resovore, hissing sound

So I was told this could be a heater coil. Through the center vents you can hear a hissing sound every so often. The car smells of coolant like it's over heating. But temp gauge says it's ok, and just refilled the reservoir. It was empty. Next day car still smells of strong coolant oder

I think you mean the heater core.  There's no such thing as a heater coil.  Signs of a leaking heater core would be a fog building up on the windshield and, usually, wet carpet from the leak.   Have you checked under the hood for obvious leaks?  How about coolant on the ground?  After you refilled the reservoir, did the level drop again?    

 

Have the system pressure checked for leaks.

so took it to dealership.  It was said the water pump is bad and both catalytic converters are bad.  with my OBDII systems they say its the O2 sensor, and give reasoniing why its not anything else like cats, etc throwing the code.  This dealershio is know for being shady and doing crooked things.  should i get a second opinion?  wife took car in thats how it ended up at wrong dealership.  2013 cats both of them shouldnt be bad...????

You never said there was a CEL.  What codes are they getting? 

 

If you don't trust the dealership the, yes, get another opinion.  Cats shouldn't go bad with no reason.  Was the CEL flashing, indicating a misfire?  Do you have any warranty coverage left on this car? Cats are covered under the CA 7/70 emissions warranty. 

 

You haven't said which engine you have.  If it's a 3.7, the water pump is a very expensive repair since the engine has to come out of the car.
