Periods of buzzing noise when brake pedal is depressed

I asked one mechanic and he said it's the vacuum pump for the brake booster. -
Anybody ever experienced a loud buzzing noise that lasts 15 secs or so when the brake pedal is depressed? I comes from the lower part of the front of the engine

I am getting a buzzing noise under the hood every time I step on the brake. It goes on and off and it repeats the cycle over and over whenever the brake pedal is depressed. Is this the sign the vacuum pump is going out?
